. Gentlemen:

i The purpose of this letter is to respond to the Commission's Request for Additional Information 1 (RAI) regarding License Amendment Request (LAR) 95-05, Positive Moderator Temperature .

Coefficient (PMTC), [ Reference (b)]. l As part of the review of LAR 95-05, the Commission recommended that to be consistent with i similar amendments for other Westinghouse plants, it would be appropriate to add a sentence to

.. Technical Specification Basis 3/4.1.1.3 stating that "The COLR limit will also assure that the core will

, . have an MIC less positive than -8 PCM/ DEG Ffor at least 95% ofthe cycle time atfullpower".

North Atlantic has reviewed the request and determined that the suggested additional information is appropriate to be included in the Technical Specification Bases. The content of this Bases change is addressed in the LAR 95-05 submittal and is supported by the 10 CFR 50.59 evaluation completed for that submittal. The revised Bases page is enclosed to facilitate the Commission's processing.
