LR-N95144 Ref: LCR 93-12 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

SUPPLEMENTAL INFORMATION FOR REQUEST FOR AMENDKENT FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby submits two minor changes, at the suggestion of the NRC staff reviewer, to our previously submitted request for amendment of Hope Creek Generating Station Technical Specifications (TS).

The amendment request involves TS 4.8.2.1 and TS Table 4.8.2.1-1, regarding battery surveillance requirements.

One change corrects a typographical omission to agree with the wording of the BWR/4 Standard Technical Specifications (STS), NUREG 1433, Revision 1.

The second change will add a requirement that is in Revision 1 of the BWR/4 STS, but was not in BWR/4 STS, Revision 0, upon which our original request was modeled.

The proposed changes constitute a non-substantial revision to our j

previously submitted request, imposing additional surveillance requirements which add conservatism to the specifications.

The revision neither affects our previously submitted justification nor introduces any new significant hazards consideration.

[

Revised inserts for the marked-up TS are on the attached page, which is corrected from our original submittal.

Should you have any questions regarding this submittal, we teill be pleased to discuss them with you.

iincerely, l

d DEERIS IM IHOPOSED OWCES - CONTINUED DSERP 4 I*) With parameters of one or more cells in one or more batteries not within limits (i.e., Category A, Category B or Category A and B limits not met),

the battery may be considered OPERABIE provided that:

1.

Within 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
, pilot cell electrolyte levels and float voltages are verifial to meet Category C Allowable Values, AND 2.

Within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
, and once per 7 days thereafter, all battery cell parameters meet Category C Allowable Values, AND 3.

Within 31 days, all battery cell parameters are restored to within Category A ard Category B limits of this Table.

N) Any Category C parameter not within its Allowable Value indicates an inoperable battery.

(a) Correctal for electrolyte tenperature and level.

(b) or battery charging current is less than 2 anperes when on float charge.

I) May be corrected for ave. rage electrolyte tatperature.

(d) Electrolyte level may eyrmd 1/4" above maximum level indication mark if an equalizing charge is in progress, or an equalizing charge has been expleted within the previous 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.

(5) the TABIE 4.8.2.1-1 NOTATICH 31 day ACTION time was derived taking into consideration that while battery capacity is degraded, sufficient capacity exists to perform the intended function while providing a time period adequate to permit full restoration of the battery cell parameters to normal limits.
