Dear Licensing Board Members:

In response to the Board's June 1, 1984 Memorandum and order, please be advised that TMIA pl'ans to of fer no direct testimony and plans to call no witnesses in the above-captioned proceedings, due to the limited financial resources of TMIA.

However, TMIA respectfully suggests that Dr. George C. Sih, who has provided THIA with voluntary assistance in the past, may be available to the Board at its request to assist in the issues which the Board has delineated.

We are aware that Dr. Sih may have particular

' expertise in issues raised in Contention 1.a, in particular the adequacy of ECT and 3eak rate measurements for predicting tube ruptures.

In addition, THIA is aware of concern expresced by certain members of the ACRS regarding the TMI-1 steam generator repairs.

Thus, TMIA respectfully suggests that, if possible, the Board call upon the ACRS for an independent analysis of this problem, or, in the alternative, request the Commission to do so.
