Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the August 7-8, 1991, plume and ingestion exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Wolf Creek Generating Station.

The State of Kansas and the Counties of Coffey, Anderson, Lyon, and Sedgwick participated fully in the exercise. This report, dated November 5, 1991, was prepared by the Region VII staf f of the Federal Emergency Management Agency (FEMA).

A copy of this report has been provided to the State of Kansas.

There were no Deficiencies identified during the August 7-8,

1991, exercise.

There were, however, seven Areas Requiring Corrective Action (ARCA) identified during this exercise for the State of Kansas and affected counties Region VII has requested the State of Kansas to provide a schedule of corrective actions, by December 6,

1991, to respond to the identified exercise weaknesses.

Additional verification of corrective actions will be provided by Region VII before or during the next biennial exercise for the Wolf Creek Generating Station.

Based on the results of the August 7-8, 1991, exercise, the of fsito radiological energency response plans and preparedness for the Wolf Creek Generating Station are adequate to provide reasonable assurance that appropriate measures can be taken of fsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Wolf Creek Generating Station, granted on April 4,

1989, will remain in effect.
