Dear Mr. Congel:
Enclosed is a copy of the final report for the May 7,
- 1991, remedial exercise of the offsite radiological emergency response plans site-specific to the WNP-2 Nuclear Power Plant. The State of Washington participated in the remedial exercise. The report was prepared in September 1991 by the Region X staff of the Federal Emergency Management Agency (FEMA).
A copy of this final remedial exe. cise report will be provided to the State of Washington by
'e FEMA Region X staff.
The May 7, 1991, remedial exercise was conducted in order to provide the State 7f Washington an opportunity to demonstrate improved dose assessment -capabilities and correct the three Deficiencies idencified during the September 11,
- 1990, exercise.
-All three of these Defjoiencies related to dose assessment and were for (1) inadequate information flow from the Emergency Operations Facility to the State Umorgency operations Center; (2) inadequate capability and expertise of the staff responsible for dose projections; and (3) inadequate dose projection systems.
During the May 7, 1901, rerndial exercise, l
the State of Washington demonstrated adequate dose assessment capabilities and corrected the three aforementioned Deficiencies.
In addition, adequate corrective action was also demonstrated for six Areas Requiring Corrective Action (ARCA),
which were identified in previous exercises.
Four ARCAs were also identified during the llay 7,1991, remedial exercise.
FEMA Region X has discussed these ARCAs with the State of Washington and the report reflects the State's commitments, action plans, and milestone dates to address these ARCAs.
l The one remaining Deficiercy for WNP-2, cited for the State of Washington during the March 1,
- 1989, PNP-2 exercise for inadequate direction and control for actions taken in the 4
ingescion planning zone, was corrected during the September 24-25, 1991, Trojan Nuclear Power Plant exercise.

t Based on the reathts of the May 7, 1991, remediil exercise and the September 24-25,
- 1991, Trojan
- exercise, the offsite radiological esacTgency preparedness for the WNP-2 Nuclear Power Plant is adequate to provide reasonable assurance that appropriate measures can be taken of fsite to protect the health and safety of the public in the event of a radiological emergency at the site.
