- 1. During the six (6) month period ending June 30,1995 Northem States Power Company conducted (905) drug and alcohol tests in accordance with 10 CFR Part 26.
NSP workers subject to random drug and alcohol testing are each assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for es h pool are as follows.

i For the reporting period ending June 30,1995, five (5) workers tested positive for drugs or alcohol and were immediately denied unescorted access to NSP Nuclear Plants.
Of this group, two licensee workers having both tested positive for alcohol on random tests were retumed to duty after NSP obtained management and medical assurance of fitness for duty, and the workers met NSP access authorization requirements. Two (2) Prospective licensee workers were denied access authorization for a minimum of one (1) year, one subsequent to a " refusal to test" on a pre-access drug test, the other after testing positive for marijuana on a pre-access drug test. One contract (1) worker was denied access for a minimum of three (3) years after having tested positive twice for marijuana on random and follow-up tests.
- 2. For the semi-nnnual period referenced herein all blind specimens submitted to NSP's HHS-cer*?
oratory yielded expected results.
- 3. NSP has,
ud program performance data for the six (6) month period ending June 30,1996 and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.

NSP continues to test for marijuana metabolites using an initial cuttoff level of (50 ng/m')). This change was initiated on September 1,1994 and communicated to the NRC by letter dated September 22,1994.
NSP performed (905) drug tests under the !ower initial cut-off level for Marijuana.
Of three (3) Marijuana positives during this reporting period, two (2) positives were less than 100ng/ml but greater than 50ng/ml. The remaining positive result tested at greater than 100ng/ml.
Reportable Events NSP had one reportable fitness For duty related evert as defined in 10 CFR Part 26.73 (a) during this reporting period. The event occurred on 5-16-95 and involved a licensed nuclear plant operator who tested positive for alcohol on a random test. The event was reported to the NRC on 05-16-95, t
