Dear Mr. Margulies:

You may recall that I addressed the Licensing Board.at the recent Vogtle pre-trial hearing held in Augusta.

At that time, I spoke as Chairman of the Burke County Commission and invited the Licensing Board to conduct all of.its future hearings at the Burke

' County Office Park Auditorium locatbd in Waynesboro, Georgia 2 The purpose of this letter is to provide you with further information regarding our invitation to the Board.

The Burke County Office Park Auditorium is located in Waynesboro, t;he county seat of Burke County.

Waynesboro is approximately 28 miles from Augusta and 18 miles from Bushfield, the Augusta airport.

l Average driving time between Bushfield and the City of Waynesboro is approximately 20 minutes, h

The City of Waynesboro has a population of 5,760.

We have several good restaurants and a new motel, opened in May, 1984.

All are located conveniently to the Auditorium We are very proud of our Auditorium.

It is a multi-purpose facility, completed in'1978, with seating for an excess of 500 people.

We would be willing and eager to equip and arrange the facility as necessary for the hearing, and we can provide excellent facilities for the Licensing Board,. attorney's for all the parties, witnesses, and spectators.

We will eliminate the acoustical pro-blems that confronted you in Augusta by providing an all-encompass-ing sound system that will enable the Board and spectators to hear all of the testimony and comments from parties and participants.

As I hope I made clear during my. presentation.at the pre-trial hearing, the people of Burke County are vitally interested in the Licensing Board proceedings.

For that reason, we are willing to make the Auditorium available to the Licensing Board for as long as necessary on a rent-free basis.

Dae primary reason for holding the hearing in Waynesboro, however, is.not the facility.but rather the interest of the people of. Burke County.

We heard the arguments.at the hearing that the proceedings should be held in Atlanta because it would be more convenient for.the interveners and because "Govenrter.t Agencies" are located in Atlanta.

These arguments ' simply do not make sense.

Plant Vogtle is located in Burke County.

The pecple of Burke County will be affected, on a daily and very direct basis, by the operations of the. plant.

We are interested in every aspect of this Licensing procedure,. including the " technical" issues which the interveners

' feel should be held.in. Atlanta.

.It is the people cf Burke County, and 'not the : interveners or some unnamed " government agencies" in

. Atlanta' involved in these hearings.

We ' understand that the hearings may have to be prolonged and are willing to accommodate the Board's hearing schedule.

Our only request is that the Board notify me and George DeLcach, Mayor of

.Waynesboro, as far in advance as possible as to the anticipated hearing. starting date and provide us with, advance notification on all-dates that the Board will need the Auditorius.

We can then make sure that the Auditorium is scheduled so as to tinimize dis-ruptions and conflicts.

I am enclosing some-descriptive literature providing you with-

.some more information on the. Burke County Office Park, the City of Waynesboro, and Burke County, Georgia.

I hope that this literature

.wil1~ answer any questions that you may have concerning our facilities.

However, if you have any unanswered questions, or if 'we can provide you with any further information please do not hesitate to contact me.

I will look forward to your response and to welcoming the Board to-Burke County for the Licensing Hearings.

'Yours.very truly,

. Ray eLaigle, Chairnan Burke County Board of Commissioners CC:
