Generic Letter (GL) 91-11, ' Resolution Of Generic Issues 48, ' LCOs for Class IE Vital Instrument Buses,' And 49, ' Interlocks And LCOs for Class lE Tie Breakers,' Pursuant To 10 CfR 50.54(f)," was issued on July 18, 1991, to all holders of operating licenses. In the enclosure to the GL the NRC ret.ommenc's that plants have procedures that include time limitations and surveillance requirements for the following:

1. Vital instrument buses (typically 120V ac buses),
2. Inverters or other onsite power sources to the vital instrument buses, and
3. Tie breakers that can connect reuundant Cla.is IE buses (ac or dc) at one unit or that can connect Class 10 buses between units at the same site.

The staff requires, pursuant to Section 50.54(f) of Title 10 of the Code of federal Regulations (10 CfR) and section 182 of the Atomic Energy /wt, that Southern Nuclear Company (SNC) provide the NRC with certification, within 180 days of the receipt of GL 91-11, that SNC has either implemented _ the appropriate procedures at f arley Nuclear Plant (FNP) conforming to the guidance provided in the enclosure to the GL or have prepared justification that sur.h procedures are not needco.

SNC has the following responses for FNP concerning the three items listed tbove:

2. For Unit 1, procedures have been implemented that include time limitations and surveillance requirements  !

for inverters, for Unit 2, current technical j specifications and existing surveillance procedures include time limitations and surveillance requirements .

3. For both units, FNP tie breakers are equipped with ,

interlocks to prevent connecting redundant Class IE buses at one unit or Clast lE buses between units.

Therefore, procedures that include time limitations and surveillance requirements are not required to meet the tio breaker procisions in GL 91-11.
