Dear Sir:
In your Inspection Report (Ref. One) of the Radwaste inspection conducted September 17-19, 1991, you indicated that radioactive vaste streams which can be sampled such as resin and diatomaceous earth beds should be analyzed in order to develop site specific 10CFR61 waste classification scaling factors.
LILCO presented its position concerning these scaling factors in a letter to you (Ref. Two) dated October 9, 1991. That letter stated that the continued use of the generic scaling factors for the purpose of 10CTR61 waste classification was technically justifiable, therefore there was no basis for a violation.
LILCO has since taken site specific 10CFR61 waste classification samples of its radioactive vaste streams. These samples were analyzed by the Scientific Applications International Corporation (Scientech) and the results were used to compute new isotopic scaling facters for Shoreham vaste streams. These new scaling factors were incorporated into our waste classification procedures and sof tware replacing the generic scaling factors that were in ese prior to that date.
LILCO has taken this action to provide additional assurance that scaling factors at Shoreham are in compliance with NRC guidance.
