Hess, MD Corporate Medical Director (617)424-3478 Performance Data Summary of Management Actions for 6 Months Ending December 31, 1991 During the last six months of 1991, we have had three positive pre-badging tests; all of these were on contract personnel.
All of these applications for unescorted access were denied for fitness for duty reasons.
Four positive random tests also occurred; three were on contractor personnel and one was on a Boston Edison Company employee.
All had their unescorted access authorization terminated; one has been reinstated to date. One contractor whose access was terminated due to a positive random test in the first six months of 1991, was reinstated in the second half of the year. All follow-up testing has been negative.
The one random positive test on a Boston Edison employee was a positive alcohol on a licensed nuclear plant operator.
This case was reported to the Nuclear Regulatory Commission by telephone as reautred in 10CFR26.73.
Over the six r. ths ending December 31, 1991 s specimens were found on integrity check % have creatinines less tht 200mgms per liter. All of the individuals were called for repeat specimen collection in an unannounced fashion.
Thirty six of the repeats were negative for drugt and had normal integrity checks.
Two specimens again had low creatinines, although negative for drugs.
These individuals were again called in an unannounced fashion, and another observed sample was obtained; all of these were negative for drugs.
One individual on recall for a low creatinine was found to be positive for cocaine.
This individual had required testing for pre-access purposes, and was, therefore, denied access for fitness for duty reasons.
The positive test rate during random testing remains very low.
There were four positive random tests out of a total of 780 random tests (or 0.517.) for the second half of 1991.
The Fitness For Duty Program has encountered no significant problems over this six month time period.
