SUBJECT:
Resolution of HED 93 Regarding Single Indicating Lamps in Reference 5, the NRC found the proposed resolution to HED 93 by Omaha Public with the NRC staff) on Decemberto be unacceptable. OPPD held a telephone confer'nce call Power District (OPPD 20, 1991 to <!iscuss the incandescent lamp administrative control program proposed in Reference 4.
The conversation centered on details of the administrative program proposed by 0 PPD in Reference 4 and its similarity to the LED lamo replacement program proposed in References 2 and 3.
Based on this discussi<:n, the NRC and OPPD agreed thot:

The aoministrative incandescent lamp replacement program discussed in Reference 4 will be implemented by May 1,1992 as an interim measure. No modifications on the subject matter will be implemented during the 1992 refueling outage.
A probability determination of equivalency for adtinistrative control of incandescent lamp replacement can be submitted by OPPD for NRC review.
OPPD intends to perform the determination noted in (2) above and submit it to the NRC by July 1, ;992, if the NRC finds the administrative centrol program unacceptable af ter reviewing the probability plan discussed in (2) above, OPPD will modify the current single indicating lamps d' iring the 1993 refueling outage.
