IE Bulletin 78-08 " Radiation Levels From Fuel Element Transfer Tubes" Byron Station Units 1 and 2 NRC Docket Nos. 50-454/455 References (a): J. G. Keppler letter to B. Lee dated 6-12-78.

Dear Mr. Keppler:

Reference (a) requested that the Commonwealth Edison Company operating stations provide written reports regarding radiation levels from fuel element transfer tubes. While Byron was not an addressee of Reference (a), a review of the concerns addressed in the bulletin has been done. Byron Station's response to FSAR Question 331.17 specifically addressed the design of the fuel element transfer tube shielding and administrative controls to protect personnel against significant radiation exposure in this area.

Construction of the fuel transfer tube shielding is complete and administrative controls are currently in place under procedure BAP 700-2, Section C.l.C; "ALARA Review". This procedure requires a formal ALARA review when work is planned in a "High Radiation Area". The area described in this Bulletin falls ir.to the "High Radiation Area" criteria when the shielding is removed, since the inside of containment will be posted as a "High Radiation Area".

Byron Station will perform a radiation survey of areas adjacent to the fuel transfer tube where personnel access exists.

Please address any questions that you or your staff may have concerning our review to IE Bulletin 78-08 to this office.
