Dear Sir:
As a result of the Notice of Violation identified in Inspection Report 50-277/85-23 and 50-278/85-23 (Reference 1),
Philadelphia Electric Company (PECo) identified corrective actions (References 2 and 3) to ensure compliance with 10 CFR 50, Appendix J for testing containment isolation valve stem packings.
In the Reference 4 letter, we identified changes and corrections to the original scope of the modification as documented to the NRC in References 2 and 3.
As a part of these changes and corrections,_we identified that a block valve and test tap were to be installed on Unit 2 penetration N-06 (Item 4) and a block valve would be turned around for Unit 2 penetration N-35D (Item 5).

a-g work would be performed during the Unit 2 mid-cycle outage which was scheduled for Janoary 1992.
Due to scheduling considerations, the Unit 2 mid-cycle outage has been cancelled.
Therefore, the above discussed modifications to Unit 2 penetrations N-26 and N-350 (Modification No. 2075) will be completed in the Unit 2 9th refueling outage which is currently scheduled for September 1992.
No concern exists relative to containment soundary integrity since an Integrated Leak Rate Test (ILRT) was successfully performed at the end of the Unit 2 8th refueling outage.
This issue was discussed with Joe Shea, of your staff, in a January 21, 1992 telephone conversation.
