RELIEF REQUEST RR-14 (REVISION 4), PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3, (TAC NOS. M91866 AND M91867)

Dear Mr. Hunger:

The NRC staff has reviewed relief request RR-14 (Revision 4) as discussed in your letters dated February 27, 1995 and July 21, 1995, for the Peach Bottom Atomic Power Station, Units 2 and 3, Inservice Inspection (ISI) Program.

RR-14 requests the use of Code Case N-498-1 and Code Case N-416-1. The relief requests are for the second 10-year interval Inservice Inspection.

Use of ASME Code Case N-498-1 as an alternative for Peact. Bottom Atomic Power Station, Units 2 and 3, is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) as i compliance with the specift .d requirements of Section XI would result in I hardship or unusual difficulty without a compensating increase in the level of  ;

quality 'and safety.

Use of Code Cast. N-416-1 is also authorized pursuant to 10 CFR 50.55a(a) l (3)(11) provided that the proposed surface examinations are performed en the root (pass) layer of butt and socket welds on the pressure retaining boundary of Class 3 components when the surface examination method is used in accordance with ASME Section III.

Use of above Code Cases is authorized through the duration of the currently approved ISI program for Peach Bottom. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation.
