Dear Mr. Keppler:
The NRC issued IE Bulletins 79-02 and 79-14 on March 8, 1979 (Log No. 1-113) and July 2, 1979 (Log No. 1-199) respectively. Toledo Edison established a program to address the bulletins and the actual implementation of the modifications have taken longer to complete than originally anticipated.
We committed in our last letter dated August 19, 1982 (Serial No. 1-289) to have all modifications completed by the end of 1983 for the Davis-Besse Nuclear Power Station Unit No. 1.
The modifications for 79-02 and 79-14 were mechanically completed by the end of 1983 with the exception of two Non-Conformance Reports (NCR). With the resolution of the NCRs (by the end of February 1984) all hanger modifications and physical implementation work activities have been completed with the exception of minor painting and insulation. The modifications were implemented under various Facility Change Requests (FCR) and the documentation closeout is in progress. The FCRs closeout will complete Toledo Edison's response to IE Bulletin 79-02 and 79-14.
