" Natural Circulation Cooldown" Gentlemen:

This letter is Beaver Valley Power Station Unit 2's (BVPS-2) res ponse to Generic Letter 81-21 as reques ted to be submitted four nonths prior to the staf f's scheduled' issuance of its operating license Safety Evaluation Report.

As stated in Generic Letter 81-21, the as ses sme nt to be submit t ed is to addres s the procedures, training program, ani analysis and/or tes t s to e nab le ope rato r to avoid, recognite, and prope rly react to reacto r vessel voiding during natural circulation cooldown.

The fo llowing items rela t e to the items identified in the Generic Letter respectively.

ITEM 1: Demonstration (i.e., analysis and/or test):

On January 26, 1983, BVPS-2 submitted it s FS AR and do cke t ed May 18, 1983.

Section SA, " Cold Shutdown capability," of the FSAR identi-fies the degree of compliance to Branch Technical Position (BTP) RSB 5-1, Rev. 2, in Table SA-1.

In Table SA-1, BVPS-2 refers to a plant s imilar in design to BVPS-2 where anal ys es and/or tes t s were c on-duc t ed. These tes ts included Natural Circulation Test Report s which clearly demons trated the ability to initiate a controlled natural circulation cooldown in a Westinghouse three-loop plant. The refo re,

because of the clos e similarity, BVPS-2 does not plan to repe at a Natural Circulation Test at BVPS-2.

ITEM 2: Verification of Supplies of Auxiliary Feedwater to Support Cooldown Method:

In Section 10.4.9 and Appendix 5A of the BVPS-2 FSAR, the capacities and capabilities of the safety grade auxiliary feedwater sys tem to support cold shutdown with natural ci r cula t io n cooling are identified.
