In our License Amendment Request dated June 8,1994, Monticello proposed changes to section 3.7/4.7, Standby Gas Treatment System, conceming the surveillance requirement to operate the Standby Gas Treatment System monthly as well as revised performance requirements for the Standby Gas Treatment System filters and process stream inline electric heaters. The proposed amendment included revised Standby Gas Treatment System and Secondary Containment limiting conditions for operation specified in section 3.7 to establish consistency. Changes were also proposed for the Secondary Containment capability surveillance requirement specified in section 4.7.
In our License Amendment Request Dated June 8,1994, Monticello proposed a change to section 4.7.C.1 to add the following provision after the requirement for demonstrating secondary containment capability under calm wind conditions:
If calm wind condition do not exist during this testing, the test data is to be corrected to calm wind conditions.
In our April 20,1995 submittal with subject, Revision 1 to License Amendment Request Dated June 8,1994, Monticello added a reference in the Technical Specification Bases to provide additionalinformation conceming the means employed to correct secondary containment capability test data to calm wind conditions.
By telephone conference call held June 16,1995 between members of the NRC Staff and Monticello Plant staff, additionalinformation was requested concoming the means employed to correct secondary containment capability test data to calm wind conditions. This submittal provides the requested information. In addition, the Staff requested that reference to the information contained in this submittal be provided in the Technical Specification Bases.
Exhibit A contains a description of the means employed to correct secondary containment capability test data to calm wind conditions. Exhibit B contains the current Technical Specification Bases page 188 marked up with the proposed changes. Exhibit C contains

USNRC Northern States Power Company August'18,1995 Page 2 revised Monticello Technical Specification Bases page 188. This revised page supersedes the proposed changes submitted for page 188 in our correspondence dated April 20,1995. This submittal does not impact the evaluations performed on this subject in Exhibit A of our previous submittals.
This submittal contains the following new NRC commitment:
The general methodology described in Exhibit A will be employed to correct Secondary Containment capability tests to calm wind conditions.
