Donald C. Cook Nuclear Plant Units 1 and 2 BIOMETRIC HAND CEOMETRY SYSTEM EXEMPTION REQUEST The purpose of this letter is to request an exemption from the requirements of 10 CFR 73.55(d)(5), which requires that individuals not employed by the licensee be issued a photo identification badge before each entry into the protected area for Donald C,
Cook Nuclear Power Plant units 1 & 2.
This exemption to allow the photograph identification badges /keycards offsite is based on the implementation and use of a biometric hand geometry system to control unescorted access into the protected area of Cook Nuclear Plant.
This is also a cost benefit licensing action (CBIA) request. contains the details of the biometric hand geometry system, the process which will be utilized in employing this system and the proposed changes to the Physical Security Plan.
The details of the specific changes to the Physical Security Plan, with the existing sections affected and with the proposed changed sections, are contained in Attachment 2.
The CBIA analyses is contained in Attachment 3.
These proposed changes have been reviewed and approved by the. Site Vice President / Plant Manager and the Plant Nuclear Safety Review Committee.
