Revision 36 contains a completely rewritten Security Plan. This revision was written per the guidance contained in NUREG 0908. The revised plan removes ambiguities and clarifies security requirements. This revision will be easier to use and itaprove compliance. We have expended a great deal of effort preparing this revision. Gary Pirtle, Region III, and Barry Manili have provided a Breat deal of Suidance to us by reviewing drafts of this plan. Our hope is that the new revision will be easier for us and the NRC to use.

These changes do not decrease the effectiveness of the Security Plan and are being submitted pursuant to 10 CFR Part 50, Section 50.54(p).

Due to the magnitude of this change and the creation of new implementing -

procedures, implementation will not take place until February 17, 1992.

Training of the Security Force on the new implementing procedures has been conducted. The Traininr,and Qualification Plan is also being revised to clarify training requirements for the Security Force and incorporate changes resulting from Revision 36. This change to the Training and Qualification Plan will be submitted at a future date. -

The plan contains safeguards information as identified in 10 CFR Part 73. The plan should not be made available for inspection and should not be placed in the public document room.
