Dear Mr. Cunningham:

In a recent letter (copy enclosed), I requested your help in facili-tatirg my attendance at NRC-GE meetings related to GESSAR II severe accident analyses. In particular, I requested that you expedite my attendance by helping UCS and GE to arrive at an acceptable proprietary nondisclosure form.

My unsuccessful attempt to attend an NRC-GE meeting two weeks ago (May 24) indicates that little progress has been made in this regard. Once again, I was not provided a form to sign by GE until the meeting was scheduled to start and a number of individuals were inconvenienced while an attempt was made to arrive at a mutually agreeable form. (Although both B. Smith and E.

Firestone of GE had been mailed copies a proposed form sent to NRC on May 14th, GE stated that the proposed form had not been received by them and asked me to sign a different form. I could not sign the nondisclosure form provided to me as it was overly restrictive in that it applied to nondisclosure of information beyond that learned by me at the meeting.) As no agreement ms reached, I lef t the meeting and told NRC (D. Scaletti) that the meeting could continue without me.

I am now requesting that NRC schedule no further meetings with GE related to GESSAR II until attendance by interested members of the public, such as myself, can be accomodated. Certainly, GE's request for me to sign a nondisclosure form coverirg material beyond that learned by me at the subject meetings constitutes an unreasonable request.
