Docket Nos. 50-352 and 50-353 Gentlemen:

This morning, as directed by the Licensing Board, we hand delivered to the Board copies of " Applicant's Answer to

' Revised Issues of Concern of the City of Philadelphia in the Area of [Offsite] Emergency Planning.'"

Concurrently, we received " Restated Issues of Concern of the City of Philadelphia in the Area of Emergency Plan-ning" from counsel for the City of Philadelphia, which respecifies its " Revised Issues" and bases.

Although the attached certificate of service indicates delivery by Federal Express on May 31, 1984, the Federal Express enve-lope indicates that it was given to Federal Express for delivery on Friday, June 1, 1984.

In brder to meet the Board's filing deadline, we are unable to respond to any particular aspect of the Citi

" Restated Issues of Concern" as such within our Answer.

On review, however, it appears that our Answer responds to each 3ED'3
