SAFETY EVALUATl_0N BY_ THE OFFICE OF NUCLEAR REACTOR REGUL ATION RELATED TO AMENDMENT NO. 79 TO FACILITY OPERATING LICENSE NO. NPF-43 DETROIT EDISON COMPANY FERMI-2 DOCKET NO. 50 341
1.0 INTRODUCTION
By letter dated September 24, 1991, licensee) requested amendment to the Technical SpecificationstheDetroitEdd (DECO or the to Facility Operating License No. NPF-43 for Fermi-2.
The proposed amendment would change TS Table 3.3.6-2, Control Rod Block Instrumentation Setpoints, to specif monitor (y the correct downscale trip setpoint (DTSP) for the rod block RBM) system.
2.0 EVALUATION The RBM system des hn was modified during the recent scccr.d refueling outage.
The sta'f reviewed the new design and :ssociated TS changes submitted by DECO and as a result issued Amendment 69 to the Fermi 2 Operating License.
Through an oversight DECO failed to request a necessary TS change to the l
RLM downscale trip set point. The REM design was charged to provide a more direct trip logic which included a calibration to a fixed reference upon rod selection rather than calibration to a reference average power range monitor (APRM) signal. The new design sets the DTSP at a level of 94% of the fixed reference. However, the TS value was not changed from the previous value of 5%
of rated thermal power, a set point given in terms of the reference APRM signal.

limits for the RBM DTSP.
ine values are consistent with the RBM design previously reviewed and aaproved by the staff for Fermi-2 Operating License Amendment 69.
Based on tie above, the staff finds the proposed change acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Michigan State official l
l was notified of the proposed issuance of the amendment. The State official l
had no comments.

4.0 ENVIRONMENTAL CONSIDERATION
The amendment changes a requirenent with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment innolves no significant increase in the amounts, and no significant change in the types, of any effluents which may be released ofisite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendrent involves no significant hazards consideration and there has been no public corrent on such finding.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
5.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Connission's regulat'~ 15, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
