NRC-PSC Licensing Interface

Dear Mr. Johnson:

The Systematic Assessment of Licensee Performance (SALP) Board Report, Reference (1), evaluated the Public Service Company of Colorado (PSC) management performance of the Fort St. Vrain Project for the period September 1, 1982 through September 30, 1983.

In the SALP report, the NRC made a recommendation that PSC establish a central licensing contract for all licensing activities.

The central licensing contact was recommended to improve PSC performance in the licensing area by centralizing the coordination of licensing issues both internal to PSC and between PSC and the NRC.

The objective of the improved coordination was to provide more detailed and consistent information in response to NRC initiatives.

PSC agrees with the NRC's recommendation and believes that a central licensing contact would be a useful aid in the management of licensing activities.

method of implementing the NRC's recommendation for a central licensing contact within PSC is currently being formulated.

Although details of the central licensing contact duties and functions are still being determined, it has been established that the contact will be a part of the PSC (Jality Assurance Department.

This will enable the central licensing contact to work within the existing organizational structure.

Until a central licensing contact can begin to perform the required functions, an interim plan to narrow the NRC-PSC licensing interface within PSC has been developed. NRC contacts should be made with PSC through those persons listed in Attachment 1,

according to their designated areas of responsibility.

PSC personnel have been notified of this change in procedure. By limiting the points of contact, the personnel designated in Attachment I will improve PSC internal coordination and work toward the stated objectives for implementation of the NRC recommendation for a central licensing contact.

PSC is actively pursuing this enhancement of the Fort St. Vrain organizational structure, and will inform the NRC when the final central licensing contact is ready to perform the required functions.
