Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Inspection Reports 50-313/83-31 and 50-368/83-31 Conducted November 28 Through December 2, 1983 Gentlemen:
Please refer to your letter (0CNA018404), dated January 10, 1984, which described the results of the inspection conducted by Mr. M.E. Murphy of your office during the period November 28 - December 2,1983.
The subject inspection report describes one unresolved item under Section 3, entitled
" Fire Protection / Prevention Program and Program Implementation." The inspector, in describing this item, states, "During the tour of the control room, the NRC inspector noted the names of four of the fire brigade members; two from each unit assigned to the fire brigade for that shift.
Subsequently, during a review of the training records, including drill attendance, it was found that two of the individuals had not participated in a fire drill since February 1982, one had not participated in any drills, and one had participated in one fire drill in the last 3 months.
The NRC inspector discussed with licensee representatives in training, administration, and operations a concern that individuals, considered qualified by the licensee to serve as fire brigade members, were not being tracked to assure periodic involvement in fire drills."
AP&L has, in accordance with its approved Fire Protection Plan, implemented a three man fire brigade and a two man fire brigade support team.

At the beginning of each of Arkansas Nuclear One's five shifts, each Shift Supervisor selects a Fire Brigade Leader and Fire Brigade Member for his/her respective unit.
In the event of a fire, the Fire Brigade Leader and member from the affected unit join the member from the unaffected unit, and the brigade then investigates the fire and takes appropriate action.
The two man support team provides additional assistance as needed.
AP&L is committed to subjecting each shift to a fire drill once each quarter.
At least one of these drills is conducted during a backshift.
Our drill program is designed to schedule each fire brigade member to participate in at least one drill annually.
During 1983, better than 95% of eligible personnel attended at least one fire brigade drill.
We believe the same level of attendance will be attained during 1984.
In order to monitor attendance of individuals at drills.
AP&L has instituted a tracking program.
Our position regarding drills is that they assess the fire brigade's ability as an organization to properly respond to a fire within a reasonable period of time, utilizing proper equipment, procedures, etc.
Drills are not utilized to determine the adequacy of any individual's preparation or training, but rather as a measure of the organization's preparation as a whole.
Our fire brigade is required to function as n unit during any fire, and should respond appropriately during a drill. We consider Items 313/8331-03 concerning tracking of fire brigade attendance at drills to be resolved.
