DOCKET NOS. 50-266 AND 50-301 REPLY TO. INSPECTION REPORT NOS.

50-266/84-04 AND 50-301/84-03 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The Notice of. Violation in the subject inspection reports, dated May 2, 1984, states that a safety-related pipe snubber, 2HS-M75, was removed during the 1983 Unit 2 refueling outage and, contrary to 10 CFR 50.59, power operation resumed without seeking an amendment to delete snubber 2HS-M75 from Technical Specification Table 15.3.13-1.

This situation was brought to the attention of the NRC Resident Inspector by Plant management and reported in Licensee Event Report No. 84-001-00 dated March 15, 1984.

As stated in the LER, appropriate corrective measures were taken and no further corrective action for this specific event is considered necessary.

The inspection reports also stated that there was concern with.the adequacy of 50.59 reviews and suggests that we expedite a review of evaluations on previous modifications to determine whether examples of this violation exist.

In response to your request, we will perform a review of modifications completed since January 1, 1982 to ensure safety evaluations adequately addressed the need for Technical Specification changes.

The need for review of additional modifications, if any, will be determined based on findings of this review.

We expect to complete this review within approximately six months from the date of this letter, at which time the results will be available for your review.
