These prints were being used as referenced prints, and stamped " Uncontrolled not to be used for Construction."

See Attachment I for specific drawings and revisions.

NOTE:

3 drawings in use were of a later revision than available at Document Control 2 drawings in use were out of date. The above condition was observed duri'ng a review of six reference drawings being used for status assessment.

CIO ITEM 063 ATTACHMENT 2 Page 1 of 2 The following is the final response to address your concerns delineated in your Tracked Action Item 063.

I.

As was reported in Tracked Action Item 063, three drawings (FSK JO 57, FSK JO 66, and FSK JO 72 sheet 1) in use as reference documents were of a later revision than available at Document Control. These three drawings were obtained from the Instrumentation Design Group prior to distribution by Document Control. Also, as was reported in Tracked Action Item 063, two drawings (FSK JO 63 sheet 1 and FSK JO 67 sheet 1) in use as referenced prints were out of date compared to the latest revision at Document Control. The two old revisions were being utilized as a reference document to determine if the items had been redesigned after installation and for the determination if an FCR, NCR or Punchlist Rework Entry was required. These reference documents were stamped

" Uncontrolled not to be used for Construction."

A reverification using the current revisions has been completed on instrument installation #FSK-JB2-0045 which was previously status assessed using the five reference prints of incorrect drawing revisions, as was identified on the subject Tracked Action Item 063. The reverifi-cation revealed that no nonconforming conditions were missed when the system was status assessed using the incorrect reference drawing revisions.

It has been determined that this was an isolated case and that engineering personnel understand the requirements, based on the overviews performed by the status assessment "Self Appraisal Team" (SAT).

II.

To preclude rec.urrence of this situation.-field engineering issued an administrative instruction #0-7487 on the use of Status Assessment Prints (SAP's) and associated reference documents. The use of status assessment prints and associated reference documents provides a' solid field engineering base of system status during Phase 1 of the CCP.

III. Field Engineering has developed Field Procedure FPC-9.990 to clarify and provide direction for the use of Status' Assessment Prints (SAP's) and associated reference documents. This procedure was issued on May 21, 1984 and supersedes the Field Engineering Administrative Instruction

Training requirements for FPC-9.990 have been added to Field Procedure FPG-2.000." Construction Training Program". Training will be completed and documented in accordance with the requirements of FPC-2.000.

i In addition,-the use of Field Engineering Administrative Instructions has been discontinued. All future changer, clarifications and inter-pretations of Field Procedures will be in accordance with FPG-1.000.

A system of check and balance is provided in the requirements of the CCP to assure that all installations are completed to the latest engineering criteria.

Prior to commencement of physical work in Phase II of the CCP, the latest criteria is again verified against the status assessment prints to determine if additional design changes have been made.

Additionally, during Phase II of CCP, the final installed system will be inspected by MPQAD-QC for acceptability to the latest design criteria.
