Gentlemen:
On March 6, 1935, TU Electric notified the NRC of via report logged TXX-4409 of a reportable deficiency involving the designed failure modes of certain Primary Plant Ventilation System (PPVS) exhaust dampers and several other related issues.
These exhaust dampers are designed to fail closed which could divert potential releases into rooms where operator action may be required.
Our last letter on this deficiency. TXX-89670 dated October 9, 1989, provides the corrective actions for these deficiencies and stated that differeaces in corrective action between Unit I and Unit 2 would be described in future correspondence.
The Unit 2 corrective actions for the first three of the four specific issues described in TXX-89670 will be the same in as described for Unit 1.
The fourth issue involves Class 1E limit switches and solenoid valves that were mounted on ce,'tain safety-related dampers.
Design verification proved that the dampers parformed no safety function an.1 were not required to cF.ange p;sition as a result of any accident.
Therefore, the dampers were downgraded to non-nuclear safety (NNS).
On Unit 1, the Class 1E electrical actuators and appurtenances were maintained ds Class 1E although the dampers were downgraded to NNS.
