License Amendment Request 9108; improvements in PORY and Overpressure Protection System Availability, Generic Letter 90 06 Ocntlemen:
New ilampshire Yankee (NilY) has enclosed License Amendment Request 91-08. 'Ihis License Amendment Request is submitted pursuant to 10CFR50.90 and is dirtributed pursuant to 10CFR50.4.
The purpose of License Amendment Request 9108 in to propose changes to the Seabrook Station Technical Specifications implementing the guidance of NRC Generic Letter 90 06 Resolution of Generic issue 70. ' Power Oocrated Relief Valve and lilack Valve R eliabilit y", and Generie issue 94. ' Additional Low-Temocrature Overoteuure Protection for Litht Water Reactors". The proposed Technical Specification changes will enhance safe operation by improving the availability of the Power Operated Relief Valves and Overpressuie .
Protection Systems which may be utilized for the mitigation of transients. This submittal completes NitY action on Generic Letter 90 06, Genetic lasue 70 and Generic lasue 94 with the excepilen of implementation of the Technical Specification changes herein upon issuance by the NRC.
License Arnendment Request 91-08 has been revicwed and approved by the NilY Station Operation Review Committee and the Nuclear Safety Audit Review Committee.
As discussed in the enclosed Licent.c Amendment Request 9108,Section V, the proposed changes hase been determined not to involve a significant hazards consideration pursuant to the standards of 10CFR50.92. A copy of this letter and the enclosed License Amendment Request 91-08 have been forwarded to the State of New llampshire State Liaison Officer pursuant to 10CFR50.91(b).
