SUBJECT:
JUSTIFICATION FOR INDIVIDUAL SH0LLY NOTICE Individual Sholly Notices concerning Technical Specification changes dealing with the Hatch Unit 2 Cycle 5 reload and a new Analog Transmiter Trip System are required in order to issue the amendments that are required for restart of Hatch Unit 2 in the last week of June (Georgia Power Company's licensing representative recently confirmed this as the current schedule).
The Sholly Notices on these subjects were originally prepared as a monthly notice with an April 16, 1984 deadline in order to get into the Federal Register.
They were sent to OELD on April 11, 1984 and April 12, 1984 with requests that they be completed by April 16, 1984 to meet the monthly Sholly deadline.
They were concurred in by 0 ELD case lawyer R. Goddard on April 16, 1984 and April 18, 1984 and forwarded to J. Scinto's office where they were retrieved by the PM on April 18th, without having been signed out by J. Scinto. The individual notices were subsequently resubmitted to Scinto and he reviewed and approved them on April 27, 1984.
