50-328 In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to the operating licenses, DPR-77 and DPR-79, to change the Sequoyah Nuclear Plant units 1 and 2 technical specifications (T/S).

The proposed changes are provided in Enclosure 1.

These proposed changes revise surveillance requirement (S/R) 4.6.1 3.a to delete the 15-minute time period when performing the pressure decay test for containment air lock door seals. The justification for the proposed T/S changes are provided in Enclosure 2.

In accordance with the provisions of 10 CFR Part 170.22, we have determined the proposed amendment to be Class II for unit 1 and Class I for unit 2.

These classificaticas are based on the facts that the changes involve a single-safety issue and the changes apply to two identical units on the same site. The remittance fee of $4,400 is being wired to the Nuclear Regulatory Commission, Attention: Licensing Fee Management Branch.

This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved.
