STEIGER, JR.
William E. Steiger, Jr., being duly sworn, deposes and states as follows:
1.
My name is William E. Steiger, Jr.
I have been Assistant Vice President - Office of Nuclear Operations for the Long Island Lighting Company since March 1999.
My duties and responsibilities include responsibility for overall nuclear safety at the Shoreham Nuclear Power Station.
To carry out these responsibilities, I direct the activities of the Shoreham Plant Staff, the Nuclear Engineering, the Nuclear Operations Support, and Nuclear Quality Assurance Departments.
2.
In November 1982, Long Island Lighting Company, the Nuclear Regulatory enemisaion, and Suf folk County resolved nine security contentions in the shoreham security proceeding by executing the Final Security Settlement Agreement.
This agreement is attached to the Shoreham Nuclear Power Station Security Plan.

I am personally familiar with the f acts recited below, and they are true and correct to the best of my knowledge and belief.

In accordance with paragraph I of the Final Security Settlement Agreement. entitled, " Implementation of this Agreement, Including Future changes or Revisions," representatives of LILCO
-did consult with and welicit the guidance of the suffolk county Police Department prior to seeking the above mentioned approval to revise the Shoreham Physical Security Plan.

.LILCO continues to fully implement the Shoreham Nuclear Power Station Physical Security Plan as revised through December 20, 1988 in accordance with the requirennants of paragraph E of i
LILCO's operating license NPF-82.

On January 4, 1990, the Plant Manager, Jack Notaro, epoke with Deputy Chief Cosgrovo, 6th Precinct, Suffolk County Police Deparcaent concerning the proposed request to amend the Sborcham Physical Security Plan.
Specifically discussed were the reduction in the number of vital areas, and the reduction in the number of armed responders.
Deputy Chief Cosgrove expressed no concerne with the proposed changes..
