MD corporate Medical Director (617)424 3478 Performance Data Summary of Management Actions For 6 Months Ending June 30, 1991 During the first six months of 1991, we have had twenty two positive pre-badging tests. Twenty one of these were on contract personnel and one was on a Boston Edison employee. All of these applications for unescorted access were denied for fitness for duty reasons. Four positive random tests also occurred; these were all on contractor personnel. All had their unescorted access authorization terminated, and ncne have been reir. stated. One "for cause" test was administered on vanuary 23, 1991 secondary to a managerial referral. This was on a Boston Edison Company supervisory employee (Job

Division Manager) who tested positive for alcohol. The individual, who had a previous positive test for alcohol under 'he fitness for duty program, was again referred to the Employee Assistance Program for rehabilitation, but was also terminated from the company. This case was reported to the Nuclear Regulatory Commission by telephone as required in 10CFP26.73. Over the six months ending June 30, 1991, 50 specimens were found on integrity check to have creatinines less thin 200mgms per liter. All ol' the individuals h were called for repeat specimen collection in an unannounced fashion. Forty four of the repeats were negative for drugs and had normal integrity checks. Five specimens again had low creatinines, although negative for drugs. These individusls were again calle'i in an unannounced fashion, and another gMftrved sample was obtained; all of these were negativt for drugs. One individual on recall for a low creatinine was found to he positive for cocaine. This individual hM required testing for pre-access purposes, and was, therefore, cenied access r fitness for duty reasons. The positive test rate during random testing remains very low despite the great inc vase in the number of contractors brought on site due to a major refuel outage during this ti e period. There were four positive random tests m ont of a total of 769 random tests (or 0.52%) for the first half of 1991. i No significant problems hLve been encountered over this six month time period.}}
