Verrelli to H. G. Parris cited TVA with one Severity Level V Violation. Enclosed is our response to the item of violation specified in the subject inspection report.

ENCLOSURE BESPON'SE - NRC INSPECTION REPORT NOS.

50-327/84-02 AND 50-328/84-02 DAVID H. VERRELLI'S LETTER TO H. G. PARRIS DATED MARCH 5, 1984 (327, 328/84-02-02) 10 CFR 50, Appendix E, Paragraph V requires that licensees who are authorized to operate a nuclear power facility shall submit one copy of any changes to the emergency plan or procedures to the Administrator of the 10 CFR Part 20, and appropriate Regional Office, specified in Appendix J,

two copies to the Document Control Desk within 30 days of such changes.

Contrary to the above, revisions to the Central Emergency Control Center l'

Implementing Procedures Document dated November 9,1983, the Division of '

Nuclear Power Emergency Center Implementing' Procedures Document dated November 9 and November 10, 1983, and the Muscle Shoals Emergency Center Implementing Procedures Document dated October 4,1983, were sent to the appropriate NRC offices on January 3, 1984.

This is a Severity Level V Violation (Supplement I).

1.

Admission or Denial of the Alleged Violation TVA admits the violation occurred as stated.

2.

Reasons for the Violation if Admitted TVA held several emergency plan and implementing procedures changes in order to send them to the appropriate NRC offices in one transmittal.

Because of an oversight, this resulted in two of the changes, as stated in the violation, failing to reach the NRC Document Control Desk within the allotted 30 days of the changes.

3 Corrective Steps Which Have Been Taken and the Results Achieved TVA has referenced the 30-day limit in appropriate administrative procedures as a means of indicating documents that must meet this requirement.

Corrective Steps Which Will Be Taken To Avoid Further Violations In order to comply with 10 CFR 50, appendix E, paragraph V, future changes to emergency plans and implementing procedures will be processed to the appropriate NRC offices as they occur.
