Revision to Technical Specifications Relating to Hydraulic Snubbers In your letter dated December 17, 1975 you requested Northern States Power Company to submit a License Amendment Request to modify the Technical Spect-fications covering safety related hydraulic snubbers.
- 1he modifications we were requested to submit included:
a.
Specifying what must be included in visual snubber inspectir,ns, b.
Entseging the scope oi Table TS 3.6.1 to include infonns -
tion on snubber area radiation levels and ease of remoeal, c.
Deletion of snubbers in High Radiation Areas or snubbers "especially difficult to remove" from functional testing.
l Item (c) has presented some dif ficulty.
We hase completed an initial evalua-l tion of each sa fety related snubber at Monticello and have found that the majority of the snubbers located in the drywell can be classified as either "especially difficult to remove" or located in areas of greater than 100 mR/hr t.fter shutdown.
Snubbers were considered "especially difficult to remove" if:
a.
HSSA-30 or larger in size.
b.
Greater than 5 feet above or greater than 1 foot below an installed platfonn.
Under the provisions of the model Technical bpecifications sent to us on December 17, 1975, this would exempt most drywell snubbers from periodic 5

We believe that a sampling of these anubbers should be included in those selected for functional testing.
We will continue to conduct snubber surveillance in accordance with the more restrictive Technical Specifications issued on September 15, 1976.
During the next dr>vell snubber inspection, however, we will conduct a detailed radiation survey at the location of each safety related snubber.
Follovias this survey we will submit the Technical Specification Change Request outlined in your December 17, 1975 letter.
This submittal will most likely utilize a higher radiation level than 100 mR/hr as the criterion to exempt a snubber from inspection.
