During meetings with the NRC Staff on July 7,1976 and August 19, 1976, the Maroc I Owners Group, of which Northern States Pwer Company is a member, pre-sented its proposal for the remaining Mark I containment evaluation program.

The first task in this program is the preparation of a document entitlea "Peogram Action Plan". At the direction of the Mark I Owners Group, GE prepared this document and submitted 70 copies to Mr V Stello by L J Sobon't letter dated October 29, 1976. We have reviewed the Program Action Plan report submitted by GE and conclude that it accurately reflects the program that Northern States Pcuer Company believes will lead to the generation of it.-

This Program Action Plan has been prepared as an integrated aource of information in t ems of specific tasks, objectives, and activity scheduling that will lead to the generation of a Mark I Load Definition Report (LDR). This report contains descriptions of the tasks outlined for the NRC Staff at the July and August meetings.

It also indicates that consideration is being given to a full-scale two-dimensional steam test in response to R R Go11er's September 19, 1976 letter to D Galle, Chaiman, Mark I Owners Group.

This consideration also includes an assessment of the ability to obtain representative data from other sources, in-cluding reduced scale testing.

The Progrten Action Plan report i t, structured so that it can be periodically updated to reflect the precise direction or emphasis of the overall program. This is required in order to acconanodate the adminis-trative procedures that must be ccupleted by Northern States Pwer Ccunpany as well as other utility members before certain program task funding authorir.ations can be obtained and fomally reflected in the task descriptions as identification of completion dates. This fomat also allcus for the identification of changes to or addition of tasks that may be required as a result of a change in the technical program emphasis such as load mitigation vs structural inodiff cations.

-2 Novernher 9,1976 Northern States Pcuer Ccupany, as a member of the Mark 1 Owners Group, has directed CE to proceed with the activities as defined in the Program Action Plan and to perform the test facility design and/or test planning for tasks which have tentative ccupletion dates indicated. No detrimental ef fect on the ccupletion of the overall program in expected. The LDR that vill be generated f rom this program will be utilized by Northern States pcuer Company to ecuplete the evaluation of the Monticello Mark I containment. We will be actively in-volved during the program so that our plant unique evaluation can be ccupleted and structural modifications, if required, can be implemented at the earliest practical opportunity. We expect to be able to docume nt the final evaluation report within 24 months after the Mark I LDR is issued by the Mark I owners Group.
