In necordance with 10CFR2.201, Entergy Operations, Inc. hereby submits in the responses to the violations identified in Appendix A of Inspection Report (IR) 91-01, dated April 5,1991. As requested in luspection Report (IR) 91-05, dated April 5,1991, Entergy's response to the issue raised in Paragraph 2.b has been included as part of our response to violation 9101-02.

Please note that during a May 0,1991, telecon between Waterford 3 and NRC Region IV representatives, Messrs. L.E. Yandell and C.L. Cain, a 7 day extension for this response was granted until May 13, 1901.

In IR 91-01, the NRC expressed concern regarding the appearance of an overall decline in the Waterford 3 Physical Security Program since the last inspection.

Entergy would like to assure the NRC that we intend to maintain Waterford 3's Physical Security Program at the same high level of performance that the NRC has come to recognize in past years. An example of Waterford 3's efforts to excel in the area of plant security is the implementation of a massive assessment aids system upgrade which involved extensive modifications to existing systems, the procurement of new components and equipment, and significant engineering, I

installation, and testing.
