Enclosed is Revision 28 to the Security Plan for Calvert Cliffs Nuclear Power Plant, Units 1 and 2.
The changes made do not decrease the effectiveness of the Plan and are being submitted under the provisions of 10 CFR 50.54(p).
This revision includes the commitment to implement all elements of Regulatory Guide 5.66,- Access Authorization Program for Nuclear Power Plants, and satistics the requirements of 10 CFR 73.56, Personnel Access Authorization Requirements for Nuclear Power Plants. Additional details of the changes made by this revision are provided in an enclosure to this letter.
