Byron Generating Station Unit 1 Revised Fuel Load Date NRC Docket No. 50-454
Dear Mr. Denton:
This is to notify the NRC of a change to our schedule for the initial fuel loading of Byron Unit.l.
Because of the recent Appeals Board order requiring additional hearings, it no longer seems prudent to devote the resources of either Commonwealth Edison or the NRC Staff toward a Byron 1 fuel load on July 1, 1984.
Although the plant cculd be still ready for fuel load by July 1, 1984 we anticipate that the requisite ASLB decision will not be issued until September.
We are therefore re-scheduling the Byron 1 fuel load for September 15, 1984.
This delay will permit us to accommodate a request from the NRC Staff at Region III to release all systems for operation prior to fuel load.
Additional hot testing will also be run before fuel load.
With a September 15 fuel load, the only systems which will not be fully tested are those having portions which are dependent upon completion of Unit 2, such as the auxiliary building ventilation system which has already been approved by the NRC Staff.
We believe that testing and releasing essentially all systems to operation prior to fuel load will improve our chances for a smooth startup and rapid progress towards commercial service for Byron 1.
The continued attention of the NRC Staff to closing out the remaining open items is essential to achieving this objective.
