AMENDMENT 4 TO CONSTRUCTION PERMIT REQUEST FOR EXTENSION OF LATEST COMPLETION DATE Pursuant to 10CFR SO.55(b) of the. Commission's Rules of Practice, The Detroit Edison Company (" Detroit Edison") hereby requests the Nuclear Regulatory Commission-(the " Commission") to amend construction permit No. CPPR-87 to extend the latest completion date for the facility to June 30, 1985.

Detroit Ed. son received Construction Permit No. CPPR-87 on September 26, 1972. By timely application in June, 1981, Detroit Edison = requested an extension of this. construction permit to June 30, 1984. Unforseen delays in construction caused by ;new requirements resulting from the Three Mile Island Unit 2 accident, demand on Detroit Edison and contractors engineering manpower, and the cost of implementing those new requirements were ;the principal reasons for the construction delays which required an extension of the construction permit. In response to that request, the Commission granted an extension of- the construction permit to June 30, 1984.

The need for an extension of time beyond the present construction permit completion dates is attributable both to an underestimation of the scope and impact of the remaining work, and . work activities that were ' unanticipated at the ; time of the last CP extension request. Significant rework of structural and support steel in-the drywell and slab-over-torus areas arose as a result of an intensive review and revision of the applicable stress reports to reflect as-built loads. A labor strike- in mid-1982 caused an estimated 2-3 month schedule impact. Problems identified as a result of the startup test program (which involves preoperational testing, trouble-shooting, and retesting) have taken time to resolve. Although the magnitude of problems identified - is consistent. with - other plants at this stage, the inspection, rework and retesting inherent .in satisfactorily resolving the concerns is greater.than anticipated. (For_ example, i

vibrations in RHR pumps during~ testing-required their removal and return for vendor rework.) Delays in delivery of equipment and material' ranging from' two weeks to' six -months have caused scheduling impacts. Although these factors have extended Fermi-2's fuel . load schedule, 'they: contribute to making.a safer j plant. ,

e The requested construction permit extension extends beyond the date which Detroit Edison currently expects to load fuel. The requested 12-month extension is a conservative estimate to avoid the necessity of having to request another extension should any new . requirements or unavoidable delays in construction actually occur.

Detroit Edison believes that the extension requested in this application involves no significant hazards considerations and no undue risk to tl e health and safety of the public.

Detroit Edison also believes that the extension requested involves no change in enviror. mental impact.

This request regarding an amendment of Construction Permit No. CPPR-87 is a Class II amendment pursuant to 10CFR 170.22, as it has no safety or environmental significance, and is a matter of formality and administrative in nature. Included is our check in the amount of $1,200 for a Class II Amendment.
