Identified in the Federal Areas Requiring Corrective Action ()ARCA)luation of the SUBJE?T:
Calhoun Station (FCS) Emergenc(y Exercise Emergency Management Agency FEMA Eva 1991 Fort Refereace 3 transmitted the FEMA Region VII Report (Reference 2) for the 1991 emergency exercise at FCS and requested licencee follow-up with offsite officials on the ARCAs.
Although a respense was not re' quired by the NRC in Reference 3, Omaha Public-Power District (0 PPD) is providing a states of the 15 ARCAs identified in Reference 2.
OPPD has contacted the appropriate offsite support officials regarding the ARCAs.
OPPD will continue to work closely with the various officials to enhance their programs. This will ultimately benefit both OPPD and the affected governmental agencies.

Attachment LIC D2-080R Page 1 LOXLCALHOUN SIA1103 STATUS OF FEMA IDENTIFIED CORRECTIVE ACTIONS Below is a summary of corrective actions on the fifteen (15) Areas Requiring Corrective Action (ARCAs) identified in the FEMA evaluation of the f ort Calhoun Station (FCS) emergency exercise conducted May 21-22, 1991:
EEBRASKA QPERATIONS:
State Emergency Operations Center ARCA 1 Full staffing was not accomplished as representative from the State Department of Roads, State Department of Agriculture and the American Red Cross did not mobilize pursuant to the State plan.
Status:
Corrective action was demonstrated during the annual exercise performed at Nebraska Public Power District's (NPPD's) Cooper Nuclear Station on July 24-25, 1991. However, one agency, the State Department of Agriculture, still did not mobilize.
This is scheduled for demonstration at the next FEMA evaluated exercise involving the State of Nebraska and the FCS.
State Field command Post ARCA 2 The 24-hour roster provided during the exercise contained names of four. individuals scheduled to work both shifts in different functions.
Status:
Corrective action is scheduled for demonstration at the next FEMA evaluated exercise involving the State of Nebraska and the FCS.
Information Authentication Center ARCA 3 The plume boundary and centerline were not properly defined by the Field Team Coordinator. In addition, all field team information was not provided to dose assessment personnel or the Emergency Response Coordinator.-
Status:
Adequate correttive actions were demonstrated during the annual exercise performed at NPPD's Cooper Nuclear Station on July 24-25, 1991.
However, FEMA desires to observe this objective during the next FEMA evaluated exercise involving the State of Nebraska and FCS.
ARCA 4 The actual size of the restricted zone and appropriate baffer zones were not identified properly as site specific dose conversion
-factors were not developed to assess the U.S. Department of Energy flyover data. Based on the above, a restricted zone was identified that was larger than necessary.
Status:
Adequate corrective actions were demonstrated during the annual exercise performed at NPPD's Cooper Nuclear Station on July 24-25, 1991.
No further action is planned for this item.

Attachment-LIC 92 080R Page 2 Media Release Center ARCA 5 Due to technical problems and operator error, the facsimile m.* hine was not operational for approximately 50 minutes. As a resulv. the first press briefin was not attended by Nebraska as the holic Information Officer PIO) did not have current information.
Status:
Adequate corrective actions were demonstrated during the annual exercise performed at NPPD's Cooper Nuclear Station on July 24-25, 1991.
No further action is planned for this item.
ARCA 6 Haps and other visual displays were not utilized by Nebraska in the briefing area except for an evacuation route and a sector map.
There was no capability to define restricted areas, population affected or access control points.
In addition, a status board identifying protective actions implem ited was not available to the media.
Status:
The State stated that this was the first exercise for the PIO and that he did not take full advantage of the information and materials available to him.
Improvements were noted during the annual exercise performed at NPPD's Cooper Nuclear Station on July 24-25, 1991.
FEMA desires to observe another performance associated with t'x specifics of the FCS.
This is scheduled for the next FEMA ev.:uated exercise involving the State of Nebraska and the FCS.
ARCA 7 ine PIO was unable to respond to questions from the ' media' concerning location of evacuees, number of affected individuals, capability ' or reception centers and location of access control 4
points.
la addition, the PIO informed the media that questions would be researched and answered; however, some questions were not addressed. The PIO demonstrated a lack of familiarization with the State and county plans concerning population areas and radiological monitoring and relocation center operation.
Status:
Same as No. 6 above.

ARCA 8 Emergency radiation workers handling the samples at the radio!ogical laboratory did not have direct reading dosimetry in accordance with the State plan.
In addition, the worker that received the sample L
from the courier and transported it to the laboratory area did not l
have dosimetry.
Status:
The State will demonstrate its corrective action at the next FEMA evaluated exerc:se involving the State of Nebraska and the FCS, Washington County Emergency Donations Center ARCA 9 Shift changes were not conducted by the Region 5/6 Coordinator or the Washington County Civil Defense Director.
Status:
The State provided further explanation of tne available staffing for l
Washington County positions, including the role of the Region 5/6 Coordinator.
FEMA has accepted this response and has closed this l
item based upon a submitte'l revision to the Washington County plan.
No further action is planned for this item.

[2 Secondly, crew inembers were not aware of who to contact for auth]orization to exceed EPA PAGs or what to do if they received an exposure higher than authorized.
Status:
(1) Appropriate equipment and materials h ve been properly located within the emergency vehicles for Washingtu County. The Washington County Civil Defense will conduct periodic inspections of this equipment.
(2) Appropriate training is conducted at least twice a year.
This is scheduled for demon tration at the next FEMA evaluated medical drill involving the State of Nebraska and the FCS.
ARCA 11 KI was not available to the Blair Rescue Squad and they were not knowledgeable of its use.
Status:
Appropriate equipment and materials have been properly located within the Blair Rescue Squad. The Washington County Civil Defense will conduct periodi: inspections of this equipment.
Appropriate training is conducted at least twice per year.
This is scheduled for demonstration at the next FEMA evaluated medical drill involving the State of Nebraska and the FCS.
IOWA OPERATIONS State Emergency Operations Center ARCA 12 All protective. action recommendations ard decisions were not documented on tne statur boards nor were th9y documented on message forms to keep all staff informed of the ctrrent status of events.
Status:
The State concurred with the importance of maintaining the State E0C staff abreast of important decisions and information.
This item will be emphasized in future training.
This is scheduled for demonstration at the next FEMA evaluated exercise involving the State of Iowa.
COUNTY OPEILATIONS Pottawattamie County Operations Center ARCA 13 Full staffing, pursuant to the County plan, was not achieved. The-Conservation Directcr, a member of the County Radiological Emergency Response Organization, did not mobilize to the EOC.
Status:
A revision to the Pottawattamie County plan was submitted to FEMA to clearly identify county response roles. This plan revision has been arproved by FEMA. No further action is planned for this item.

Status:
The State of Iowa and Pottawattamie County officials concurred Nith FEMA's concern, This -is scheduled for demonstration at the next FEMA evaluated exercise involving the State of Iowa and the FCS, Council-Bluffs Ambulance ARCA 15 Ambulance crew members were not aware of their exposure limits.
Status:
The State of Iowa and Pottawattamie County officials concurred with FEMA's concern and appropriate training will be completed.
This is scheduled for demonstration at the next FEMA evaluated medical drill involving the State of Iowa and the FCS.
