Monticello Nuclear Cencrating plant Docket No. 50-263 License No. DPR-22 Status Report on plans for Off-Site Shipment of Spent Fuel In our letter to you dated February 17, 1975, we stated that we have been pursuing methods to minimize the probability of occurrence of a cask drop accident, since the consequences of such an accident are unacceptabic in certain plant locations.
In this regard we con-tracted a consulting firm to conduct a feasibility, schedule and cost study of redundant design feature modifications for the Monticello Reactor Building Crano. A thorough review of all available alternatives indicates that an interim solution will be necersary to alleviate spent fuel storage space problems in the near future.
The length of time estimated to backfit redundant lif ting features on the existing crane is approximately three years. With the first of f-site shipment of spent fuel nw scheduled for 1976, this time delay is unacceptable.
In addition, in order to obtain the necessary funding authorizations for such a modification, we must have scue assurance that our design would meet regulatory requirements.
To the best of our kncv-ledge there are currently no crane designs availabic that will meet all of the present requirements as contained in the Nuclear Regulatory Cctrnission Draf t Branch position on Overhead Crane Handling Systems for Nuclear pwer plants.
It is our intention to complete a safety evaluation for spent fuel shipments using a lighter, two-element shipping cask instead of the IF-300 cask.
If the results of this.
evaluation are f avorable, we will submit to your office our plans for use of this cask, including all necessary supporting information. A representative from our Ccupany will meet with members of your staff to supplement your review of this program. We will con-tinue with our efforts to resolve this matter on a more permanent basis.
