Reference:
A, Bert Davis letter to Cordell Reed dated February 25,1992, transmitting the LaSalle County Station initial SALP 10 Report The referenced letter transmitted the initial SALP 10 Report for the LaSalle County Station that summarized the Station's performance for the period of October 1, 1991 through December 31,1991. In addition, we had the opportunity to discuss this report with Mr. Davis and other NRC staff members during the meeting held at the Mazon Emergency Operations Facility on March 17,1992. The purpose of this letter is to provide our comments on the initial SALP 10 Report.
Commorwealth Edison Company (CECO) appreciates the NRC's recognition of the continued strong peeformance in the P! ant Operations area, and the improved aerformance in Security and Emergency Preparedness. We are pleased that the NRC
'1as viewed LaSalle County Station's overall performance as im? roved. CECO recognizes the opportunities for improvement in other functional areaa and will continue its efforts to Improve them.
CECO has effectively implemented many management initiatives in the
' Radiation Protectio, area. We are committed to reduce unexpected intakes, overexposures, and continue our efforts to decontaminate vital plant areas.
CECO management has been proactive and is committed to quality improvements in the area of Maintenance / Surveillance. Currently, the check valve inspection procedure has been enhanced to help in the identification of failures of similar check valves. Additionally, procedure revisions are in progress to improve the trending and tracking capab!!ities for recurrent failures on similar components.

Document Control Desk 2-March 16,1992 We are pleased that the NRC recognizes that the interface between the cor aorate and onsite engineering organizations improved during the SALP 10 period and t lat the support provided by the onsite engineering group to LaSalle County Station is good.
CECO is continuing to implement various management 1nitiatives to improve the quality of A/$gineering support. Among the issues being addrasced by CECO are the oversite of en contracted services and the timely resolution o' technicalissues. The Station System Engineer Program is currently in place and will continue to be implemented.
Also, aggrassive steps were taken in the requalification examination area.
Management has worked hard to be significantly involved in event analysis, corrective action determination, and Onsite Nuclear Safety group issue resolution.
However, procedure adherence and adequacy continue to require substantial management attention. Station resources and managemen, initiatives will continue to address this area, such as a focused, station-wide action plan that is being developed to improve the processing time and adequacy of procedure revisions.
Overall, Commonwealth Edison appreciates the efforts of the Commission in preparing and presenting the SALP Report. We view the Category 1 ratings in Plant Operations, Emergency Prepardness, and Security as an affirmation of Commonwealth Edison's commitment to excel lence. We also appreciate the opportunity afforded us to provide our views on the SALP Report. We find the SALP process valuable in assisting us in assessing our overall performance.
