MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Mark I Containment Evaluation Short Term Program Northern States Power Company has joined with other utilities having Mark I pressure suppression type containments in a re-evaluation of their containment systems.

Recent investigation by General Electric of the pressure suppression phenomena has identified dynamic load conditions not explicitly addressed in the original design. A generic Short Tem Program was initiated by the Mark I utility group to assess the capability of the ccntainment to perform its intended function when subjected to the most probable hydrodynamic loads resulting from a postulated LOCA event.

This Mark I Short Term Program is nearing completion.

The final task of this evaluation is a plant-unique structural analysis of the torus support system.

On April 26, 1976, Gen-eral Electric, at the request of the Mark I Owners Group, trans-mitted to you, a proposed utility action plan for the submittal of this plant-unique structural evaluation of the torus support systems.

We have reviewed the information presented by General Electric in their April 26 letter and have determined that the proposal presented is applicable to the action planned for the Monticello Nuclear Generating Plant, by Northern States Power Company. That is, General Electric will submit for the Mark I Owners, Addendum No. 2 to NEDC-20989 (Mark 1 Containment Evaluation-Short Term Program-Final Report) which will identify dynamic loads to be used in the plant-unique torus support system structural analysia.

Northern States Power Company will submit a separate plant unique torus support system structural analysis report using the loads identified in NEDC-20989, Addendum No. 2 for Monticello. A des-cription of the analysis to be performed on torus support system and attached piping is provided in NUTECH Report MK I-02-012, which is attached to GE's April 26 letter to you.

NUTECil, Inc., will perform the structural analysis for the Monticello torus support system evaluation.

The results of this analysis will be used to determine if further action will be necessary as a basis for continued operation during the perfomance of the long tem structural evaluation for Monticello.
