Your letter of hay 26, 1976, identified one item which appeared to be an infraction of WRC requirements and requested that we reply to the infraction within 20 days of the receipt of your letter. The infraction, as stated, was:

Contrary to Technical Specification 6.5.B.1, che entrance to the 962-level Cleanup Pump Room was not locked or attended, although radiation levels were in excess of 1000 mR/hr.

The immediate action taken upon discovery was to notify the control room of the open door. Af ter determining that the roos, was not occupied, the door was closed and locked.

The following corrective actions have or will be taken to avoid further non-compliance:

a.

Regulations regarding locked doors to areas exceeding 1000 s.R/hr have been es.phasized in the Plant Manager's newsletter.

b.

Radiation Protection Specialists are now required to verify that all doors required to be locked for Radiation Protection purposes are locked as part of their daily routine surveys.

The Plant Manager has requested that an investigation be made to determine ways to reduce the number of Radiation Occurrences and that a Significant Operating 2

1 Event Report be prepared on this subject.

Special training for all plant personnel will be conducted by September 30, 1976, to emphasize the Laportance of 1

regulations regarding locked High Radiation Area doors.

This training will include any other areas requiring 4

l saphasis which are revealed by the investigation in item e above.

The importance of locked doors to areas exceeding e.

i 1000 mR/hr vill be emphasized during radiation protection training.
