HONTICELID NUC12AR GENERATING PIANT Docket No. 50-263 License No. DPR-22 Establishment of Drywell-Torus Pressure Differentia _1 In accordance with discussions with the NRR staff on February 26, 1976, Northern States Pcuer Company will initiate measures to enhance the safety margins for the Monticello Plant Mark I Containment System by establishment of a differential pressure of at least 1 psi between the dry-well atmosphere and the tonis when the unit is in operation.

The Monticello Plant has been out of service since February 19, 1976 for maintenance. Access for inspection and maintenance has precluded establish-ment of containment and inerting conditions to operationally demonstrate the proposed measures. These procedures will be initiated when the re-l quired containment and inerting conditions have been established for unit restart, which is expected to take place later today. We will continue to maintain the 1 psi dryvell-torus differential by these interim operating procedures until other appropriate measures have been instituted.
