799 Roosevelt Road Glen Ellyn, IL 60137 MIDLAND ENERGY CENTER PROJECT HIDLAND DOCKET NOS 50-329, 50-330 "Q" D0 ORS File: 0505.2, 0655, A-17 Serial: CSC-7748 On May 10, 1984, Consumers Power Company discussed an initiative with the NRC relating to the completion of "Q" doors for the Midland Nuclear Plant. This letter is a formal request to consider this initiative which Consumers believes will be of substantial benefit to the safe and efficient completion of the Midland Plant.

Specifically, Consumers Power Company requests:

1) NRC concurrence to implement the special provision of the Co~nstruction Completion Plan (CCP) relative to watertight doors.

Section 4.5.4 allows watertight doors to be completed oy a specialized team using existing procedures for control and release of work.

If approved, authorized work on watertight doors would proceed independent of the module sequence under the cognizance of such a specialized team. We feel this approach will have the advantages of balancing the craft workload between 1984 and 1985, of allowing work which may later restrict corridors to be completed in 1984 and of supporting the completion of the plant security system.

2) NRC approval to include all "Q" doors in these special provisions. There are 42 watertight doors and 31 other type doors (airtight, pressure restraint and missle restraint) for a total of 73 "Q" doors. A detailed listing of these doors, and location, is provided in Attachment 1.

Lese additional doors have a scope of work, and will require installation methods, similar to watertight doors. Please note that the Containment Building equipment hatch, personnel airlock and emergency airlock are not included in this request.

3) NRC approval to include some specific interfering commodities with the "Q" door scope. A portion of these commodities are those "Q" items which must be removed and reinstalled, or relocated, to allow installation and/or operation of the "Q" doors. identified in the Construction Work Packages issued to control the "Q" door work, and each interfering commodity will have quality verification complete prior to any physical work being accomplished.

4) NRC approval to perform Phase 1 activities of the CCP for all "Q" doors.

Consumers Power Company presently has approval for Phase 1 activities in 11 modules which include a total of 28 "Q" doors. Consumers Power Company, believes that Phase 1 activities for all "Q" doors could proceed successfully at this time, using existing procedures, in the remaining modules.

5) NRC approval-to allow the release of Phase 2 activities of the CCP for "Q" doors based on a Consumers Power Company site management review as described in Section 5.3.2 of the CCP. The installation review status assessment for 28 doors in 11 modules has already been accomplished and the construction punchlist of to go work activities has been completed. The Inspection Status Assessment and Quality Verification activities have not yet begun, but because only a small portion of door installation work is actually completed these MPQAD activities are limited in scope and estimated to take approximately 150 MHS. Therefore, Consumers believes the Phase 1 results for "Q" doors, are essentially known and were described in the May 10, 1984 presentation. We also wish to point out, as was discussed during the presentation, there currently exists one NCR # C-01006 which affects 31 of the 73 doors which is still pending a satisfactory disposition. A further review with the NRC, would not be of substantial benefit; we believe the final release to perform Phase 2 for Q doors could be authorized by a CPCo Site Management Review. Should the above request not be approved, CPCo request, as an alternative, that a formal review with the NRC of Phase 1 results on the first 28 doors take place in the near future, and on that basis an NRC decision be made to release Phase 2 for all"Q". doors.

We appreciated the opportunity to discuss the status of "Q" doors with the NRC and believe that the above requests of the NRC are reasonable and appropriate.
