Dear Sir:
-.As a result of recent discussions with the NRC staff, the Authority has revised its =
proposed change to the Technical Specifications associated with the visual Inspection of -
snubbens (Reference 1). These revisions make the proposed changts consistent with the NRC Staff's interpretation of Ganeric Letter 90-09 (Reference 2) and the ~
'impiementation of this Generic Letter by other licensees.
Attachment I contains two Technical Spec'fication pages: 145b and 156. These pages L,
have been r evised to delete categorization by design and manufacturer type. These two i pages (eplace and supersede pages 1456 and 156 included in Attachment 1 to.

Attachment il is a revis!on to the safety evaluation _ Vertical lines in the margin indicate where three text changes have been made.' The revised safety evaluation supersedes and replaces the earlier safety evduation in Attachment il to Reference 1.

The one chango to the proposed Technical Specification deleted the categorization ci snubbors by design and meufacturer so that they are categorized by accessibility.only. The only chango to the accompanying safety evaluation, other than to identify the above, was the dolotion of throo words that implied multiplo categories. The minor changos havo not changed the discussion or conclusions of the original Safety Evaluatioq or the No S!gnificant Hazards Dotormination.
In accordance with 10 CFR 50.91, a copy of this application revision and the associatcd attachments are being provided to the designated New York State official.
