DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 CONTROL ROOM DESIGN REVIEW
Reference:
SLNRC 84-048 dated March 21, 1984 The reference letter provided a formal Callaway implementation schedule for resolutions to the Supplemental Survey (SS)- and the Auxiliary Shutdown Panel (ASP) survey findings.
A subsequent review of the schedule and work progress indicates that the security door box conduit described in ASP rinding 1.1 will not be relocated prior to fuel load.
(This was incorrectly included in Finding 1.5 in the reference.)
Construction of the ASP room at Callaway is now complete and the security door box hanger has been removed.
Union Electric has conducted inspections and performed operator training on the completed ASP and has determined that the existing site-specific security door box conduit does not' constitute a problem to the operation of these control panels.
Relocation of this conduit will have a considerable cost impact with no offsetting benefit in the level of plant safety; therefore, this conduit will not be relocated.
Additional inspections and analysis of the completed ASP regarding the displays described in ASP Finding 1.5 have determined that these meters can be readily viewed by a fifth percentile operator.
However, a temporary step stool has been placed in the ASP room to further enhance the reading of these meters.
We have determined that additional modifications regarding this finding will entail costly structural changes with no offsetting benefit.in the level of plant safety; therefore, the temporary step stool will be retained as the permanent resolution to this finding.
Union Electric wishes to point out the numerous design modifications made,to the~ ASP and room to meet changing NRC requirements.
These~ include enclosing the panels with class I walls and ceiling, separation of the panels,-placement of a fire barrier between the panels,'and the addition of. control' room KO $

While these changes resulted from other requirements,they have impacted certain Human Factors aspects.
Union Electric believes the auxiliary shutdown panels and room are adequate from a human factors viewpoint and plans no further changes.
This approach will be reflected in the Supplement to the Summary Report to be submitted prior to exceeding 5% power.
