Subject:
Detroit Edison Response to NRC IE Bulletin 84-02 In response to Reference 2, Fermi 2 has reviewed the plant's safety-related systems for applications of - the General Electric (GB) Type liFA relays described in~the subject bulletin.
A total of 358 GE Type llFA relays-in safety-related systems were identified During 1983, the affected relays were replaced with the new Century Series-IIFA relays discussed in the' Dulletin.
Recently we-determined that an old-style IIFA relay had been reinstalled in a safety-related system.
We have'taken steps to have this relay replaced with-
.~a Century series llFA relay.
When-this is completed, the old-style ilFA relays will have been removed from all safety--
related applications at Fermi 2.
Permi - 2 ~ has developed ar.d implemented administcative proce-dures which will provide _ appropriate administrative controls
~ dealing with maintenance, ~ storage and handling of spare -parts to ensure that the older type' ilFA relays will not inadvertently be used. as->a replacement in safety-related applications.

The program evaluates'the applicability of industry-wide operating experiences and takes action as appropriate to enhance plant safety, reliability and operational perfor-mance. IX)cumenta which are reviewed include, but are not limited to, the following:

Manufacturer's letters and notices such as o
GE Sdevice Information Letters (SIL) o GE Application Information Documents (AID) 2 Nuclear Regulatory Commission (NRC) Bulletins, Notices and Circulars.

Institute of-Nuclear Power Operations (INPO).
o Significant Event Reports (SER) o Significant Operating Event Reports (SOER) o Operating and Maintent.nce Reminders (O & MR) 4.
Miscellaneods documents that day' be applicable to Fermi 2.
