This reply is in. response to your letter of June 8, 1984'which transmitted the report.of the inspection conducted at Callaway Plant, Unit 1 during the period of May 16 to May.18, 1984.
Our response to the Item of Noncompliance is presented below.
None of the material in the inspection report or in this response is considered proprietary by Union Electric Company.
Verbal extension was obtained from Mr..B. H. Little until July 16, 1984.
I (50-483/84-26-01) SEVERITY LEVEL V VIOLATION 1-
.10CFR50, Appendix B, Criterion III, as implemented by SNUPPS Quality j
Assurance Program for Design and Construction, Section 17,1,3 r requires that the design basis be correctly translated into speci-fications, drawings and instructions.
Contrary to the above, the installation of diesel _ generator-control,

panels KJ121 and KJ122 was not in accordance with the design basis seismic qualification test descriptions and drawing No. 01761414S.
I Mounting' details on the seismic qualification test drawing ~No, Ol761414S shows the configuration of the diesel generator panel mounting.to be significantly different.from the as-built'installa--
tion.

installed configuration for diesel generator panels KJ121 and KJ122.
This re-evaluation has confirmed that the seismically-tested con-figuration envelopes the field-mounted cantilever arrangement.
l The potential seismic loads experienced by the field-mounted canti-lever arrangement are less severe than the tested configuration since, during front to back acceleration, the unwelded back of the panel impacts the test table.
This impact, i.e. a hammering effect, produces a more severe condition on the seismically-tested configura-tion than on the field configuration.
Corrective Action To Be Taken To Avoid Further Noncompliance No further action is considered necessary.
Date When Full Compliance Will Be Achieved The seismic testing performed sufficiently envelopes the field installation and we consider the installation to be in full com-pliance with design requirements.
This response also completes Union Electric's action to item C.5 of Attachment 1 of the Operating License.
